Narrative:

Taxied out for departure on runway 17R. After reaching runway 17R, the airport takeoff/landing direction was changed due to WX on and north of dfw airport. We were instructed to taxi to runway 35L for departure. After reaching runway 35L, we were #2 for takeoff. North departures out of dfw were stopped due to WX. After taxiing onto runway 35L, dfw tower asked if we were able to fly the 330 degree heading after departure. We advised the tower that we would like to make an immediate right turn to approximately 150 degree, fly southeast, then a turn northeast inside the line of thunderstorms, back on course. (We were cleared to dtw via the dallas 7 departure, texarkana transition). Our request for the southeast turn was not approved. We were advised that we would have to fly a heading of 330 degree after departure or we would not be able to takeoff. We were told to expect a northeast turn within 5 to 6 mi. Assuming departure control had a better picture of conditions and after a further look at our radar, we determined that we would be able to fly a 330 degree heading after departure. We were then cleared for takeoff, to fly a heading of 330 degree. We contacted departure control and were given a northeast heading. We refused the turn at this time as there was a solid line of thunderstorms contouring on our radar scope. Departure control said we had accepted a departure clearance from the tower stating we would fly a heading of 330 degree after departure and be able to make a turn to the northeast within 5 to 6 mi. We said we had accepted the 330 degree heading, but never said we would be able to make a turn to the northeast within 5 to 6 mi. At that point, the departure controller said he would pull (or check) the tape and for us to state our intentions. To the best of my knowledge, we told him we were only able to fly a northwest heading for now. The controller asked when we would be able to take up a northeast heading. Ap approximately 10 to 15 mi we were able to start a turn to the nne. Callback conversation with reporter revealed the following information. Reporter gave address and stated that he has not heard any more from FAA on this. Says that a runway change was in progess and controller workload high. Air carrier departure just in front of him accepted the turn from ATC right after takeoff, but he couldn't because of the WX.

Narrative: TAXIED OUT FOR DEP ON RWY 17R. AFTER REACHING RWY 17R, THE ARPT TKOF/LNDG DIRECTION WAS CHANGED DUE TO WX ON AND N OF DFW ARPT. WE WERE INSTRUCTED TO TAXI TO RWY 35L FOR DEP. WE ADVISED THE TWR THAT WE WOULD LIKE TO MAKE AN IMMEDIATE R TURN TO APPROX 150 DEG, FLY SE, THEN A TURN NE INSIDE THE LINE OF TSTMS, BACK ON COURSE. (WE WERE CLRED TO DTW VIA THE DALLAS 7 DEP, TEXARKANA TRANSITION). OUR REQUEST FOR THE SE TURN WAS NOT APPROVED. WE WERE ADVISED THAT WE WOULD HAVE TO FLY A HDG OF 330 DEG AFTER DEP OR WE WOULD NOT BE ABLE TO TKOF. WE WERE TOLD TO EXPECT A NE TURN WITHIN 5 TO 6 MI. ASSUMING DEP CTL HAD A BETTER PICTURE OF CONDITIONS AND AFTER A FURTHER LOOK AT OUR RADAR, WE DETERMINED THAT WE WOULD BE ABLE TO FLY A 330 DEG HDG AFTER DEP. WE WERE THEN CLRED FOR TKOF, TO FLY A HDG OF 330 DEG. WE CONTACTED DEP CTL AND WERE GIVEN A NE HDG. WE REFUSED THE TURN AT THIS TIME AS THERE WAS A SOLID LINE OF TSTMS CONTOURING ON OUR RADAR SCOPE. DEP CTL SAID WE HAD ACCEPTED A DEP CLRNC FROM THE TWR STATING WE WOULD FLY A HDG OF 330 DEG AFTER DEP AND BE ABLE TO MAKE A TURN TO THE NE WITHIN 5 TO 6 MI. WE SAID WE HAD ACCEPTED THE 330 DEG HDG, BUT NEVER SAID WE WOULD BE ABLE TO MAKE A TURN TO THE NE WITHIN 5 TO 6 MI. AT THAT POINT, THE DEP CTLR SAID HE WOULD PULL (OR CHK) THE TAPE AND FOR US TO STATE OUR INTENTIONS. TO THE BEST OF MY KNOWLEDGE, WE TOLD HIM WE WERE ONLY ABLE TO FLY A NW HDG FOR NOW. THE CTLR ASKED WHEN WE WOULD BE ABLE TO TAKE UP A NE HDG. AP APPROX 10 TO 15 MI WE WERE ABLE TO START A TURN TO THE NNE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR GAVE ADDRESS AND STATED THAT HE HAS NOT HEARD ANY MORE FROM FAA ON THIS. SAYS THAT A RWY CHANGE WAS IN PROGESS AND CTLR WORKLOAD HIGH. ACR DEP JUST IN FRONT OF HIM ACCEPTED THE TURN FROM ATC R AFTER TKOF, BUT HE COULDN'T BECAUSE OF THE WX.
