Narrative:
Experienced yaw damper failure. Aircraft was difficult to land in crosswind. Entered maintenance discrepancy for yaw damper failure. Yaw damper passed [maintenance] check and no reason for failure was learned. Flight planned back into ZZZ through turbulent conditions which should be avoided with yaw damper inoperative. While maintenance trouble shot yaw damper; a popped flight recorder flight position sensor circuit breaker was discovered. Significant trouble shooting yielded no results. Mechanics; including the supervisor; refused to release the aircraft until the electrical fault was resolved. [Maintenance management] over rode the local mechanics and directed the deferral of the flight recorder. Because of the unexplained yaw damper failure and the unexplained/unresolved electrical fault I refused the aircraft.
