Narrative:
I was working ground control combined with flight data. An arrival aircraft called me for taxi from an active runway to an FBO. I issued taxi instructions via charlie taxiway and to hold short of runway 33. The aircraft pilot read back the hold short instruction. I then received a call from ord flight data to copy a clearance. After I copied the clearance I disconnected the line with ord and scanned taxiway charlie to see where the taxiing aircraft was and it was crossing the runway with a departure off that same runway just getting airborne. I then informed the tower controller that an aircraft was crossing his runway west/O a clearance to do so. Problem arose (also factors affecting quality of human performance): I was distracted from my duties as a ground controller due to working a combined position. Corrective actions: none taken because it was too late. Contributing factors: attention to duties was divided between positions worked. Decisions: if I would have been able to work ground control only, I could have possibly stopped the taxiing aircraft before it taxied onto the runway.

Title: TAXIING ACFT WAS TOLD TO HOLD SHORT OF AN ACTIVE RWY. PLT ACKNOWLEDGED HOLD SHORT CLRNC. ACFT TAXIED ACROSS THE ACTIVE RWY WITH DEP CROSSING OVER THE TAXIING ACFT.
Narrative: I WAS WORKING GND CTL COMBINED WITH FLT DATA. AN ARR ACFT CALLED ME FOR TAXI FROM AN ACTIVE RWY TO AN FBO. I ISSUED TAXI INSTRUCTIONS VIA CHARLIE TXWY AND TO HOLD SHORT OF RWY 33. I THEN INFORMED THE TWR CTLR THAT AN ACFT WAS XING HIS RWY W/O A CLRNC TO DO SO. PROB AROSE (ALSO FACTORS AFFECTING QUALITY OF HUMAN PERFORMANCE): I WAS DISTRACTED FROM MY DUTIES AS A GND CTLR DUE TO WORKING A COMBINED POS. CORRECTIVE ACTIONS: NONE TAKEN BECAUSE IT WAS TOO LATE. CONTRIBUTING FACTORS: ATTN TO DUTIES WAS DIVIDED BTWN POSITIONS WORKED.
