Narrative:
Scheduled air carrier on ILS 1R approach. At 2000' MSL tower initiated missed approach due to aircraft on runway. Another air carrier had executed ILS on 1R prior to us. However, when tower initiated missed approach 1) air carrier B was turning to clear active, 2) air carrier B was in sight to air carrier Z, 3) no previous calls from approach or tower indicated a problem with spacing, 4) air carrier a felt comfortable with continuing to a lower altitude on the approach. Missed approach was uneventful, however this led to another sequence of events to another missed approach. Approach vectored air carrier a for downwind for 1R with the airport in sight and given the option for ILS on visibility air carrier Z chose to land visually (probably to expedite landing time). Turning base airport runway was visually lost and tower informed crew it appeared to be lined up with a parallel highway. A second missed approach was initiated and air carrier a was vectored for an ILS 1R to an uneventful landing. In summary, a premature wave off initiated a sequence putting crew in a strange situation/;location which led to poor judgement on accepting visibility approach.

Narrative: SCHEDULED ACR ON ILS 1R APCH. AT 2000' MSL TWR INITIATED MISSED APCH DUE TO ACFT ON RWY. ANOTHER ACR HAD EXECUTED ILS ON 1R PRIOR TO US. HOWEVER, WHEN TWR INITIATED MISSED APCH 1) ACR B WAS TURNING TO CLR ACTIVE, 2) ACR B WAS IN SIGHT TO ACR Z, 3) NO PREVIOUS CALLS FROM APCH OR TWR INDICATED A PROB WITH SPACING, 4) ACR A FELT COMFORTABLE WITH CONTINUING TO A LOWER ALT ON THE APCH. MISSED APCH WAS UNEVENTFUL, HOWEVER THIS LED TO ANOTHER SEQUENCE OF EVENTS TO ANOTHER MISSED APCH.
