Narrative:

Flying pomona 4 departure, daggett transition was unable to cross dowst at 14000' due to aircraft performance. Did cross dowst at approximately 13100' in VFR conditions. Several attempts were made to contact the controling agency via UHF communication. Approximately 10-15 NM prior to crossing dowst with no reply. There was very little traffic on the frequency during the departure. Contributing factors: heavy aircraft taking off to the west (runway 26), hot temperatures at time of departure, and 14000' dowst crossing restriction close in to ont. Other factors: crew planned to use hassa 4 departure, but received pomona 4 departure. Crew used maximum thrust takeoff power and maximum performance climb. Suggest: change 14000' dowst crossing to lower altitude for runway 25 departures, holding pattern depicted on pomona 4 departure for climb when departing runway 26, and use hassa 4 departure for runway 26 departure.

Title: ACR LGT UNABLE TO COMPLY WITH DOWST CROSSING RESTRICTION ON POMONA 4 SID OUT OF ONT.

Narrative: FLYING POMONA 4 DEP, DAGGETT TRANSITION WAS UNABLE TO CROSS DOWST AT 14000' DUE TO ACFT PERFORMANCE. DID CROSS DOWST AT APPROX 13100' IN VFR CONDITIONS. SEVERAL ATTEMPTS WERE MADE TO CONTACT THE CTLING AGENCY VIA UHF COM. APPROX 10-15 NM PRIOR TO XING DOWST WITH NO REPLY. THERE WAS VERY LITTLE TFC ON THE FREQ DURING THE DEP. CONTRIBUTING FACTORS: HVY ACFT TAKING OFF TO THE W (RWY 26), HOT TEMPS AT TIME OF DEP, AND 14000' DOWST XING RESTRICTION CLOSE IN TO ONT. OTHER FACTORS: CREW PLANNED TO USE HASSA 4 DEP, BUT RECEIVED POMONA 4 DEP. CREW USED MAX THRUST TKOF PWR AND MAX PERFORMANCE CLB. SUGGEST: CHANGE 14000' DOWST XING TO LOWER ALT FOR RWY 25 DEPS, HOLDING PATTERN DEPICTED ON POMONA 4 DEP FOR CLB WHEN DEPARTING RWY 26, AND USE HASSA 4 DEP FOR RWY 26 DEP.
