During flight control check prior to taxi; elevator control was found to be binding and would not move forward of the neutral position. Airplane had recently (within the last 15 flight hours) come out of maintenance (avionics upgrade). Mission was cancelled and airplane put into maintenance for troubleshooting and repair.

Title: T34 pilot reported binding in the elevator system during ground control check.
Narrative: During flight control check prior to taxi; elevator control was found to be binding and would not move forward of the neutral position.
