Narrative:
After I finished loading the flight I got a message saying that a hazmat quick pack was added about 50 minutes before departure. I added the hazmat to pit 2 with a planned 16 bags. I then called the zone controller to make sure they call the ramp and tell them to secure the hazmat with 16 bags. I then did my other flight and got busy with a flight. After I finished my flights I looked at all my finalized flight and noticed that flight X did not have 15 bags minimum with the hazmat and had just taken off.
