Narrative:

Aircraft departed roc and either did not call departure or was blocked. Then proceeded on course. When I checked with tower as to the whereabouts of the aircraft, he stated he (aircraft) had departed on course. No transponder was observed. Aircraft then called to say he wanted to call syr approach. Upon inquiry as to his whereabouts, he stated west ffy. I idented the aircraft near kondo. When strip come to departure, departure was busy with other aircraft. When no call received from the departure aircraft, I assumed a problem with him or the tower and would ascertain his situation time permitting.

Title: AN NGA ACFT DEP ROC IFR AND ENTERED ADJACENT AIRSPACE BEFORE RADAR IDENTIFIED.

Narrative: ACFT DEPARTED ROC AND EITHER DID NOT CALL DEP OR WAS BLOCKED. THEN PROCEEDED ON COURSE. WHEN I CHKED WITH TWR AS TO THE WHEREABOUTS OF THE ACFT, HE STATED HE (ACFT) HAD DEPARTED ON COURSE. NO XPONDER WAS OBSERVED. ACFT THEN CALLED TO SAY HE WANTED TO CALL SYR APCH. UPON INQUIRY AS TO HIS WHEREABOUTS, HE STATED W FFY. I IDENTED THE ACFT NEAR KONDO. WHEN STRIP COME TO DEP, DEP WAS BUSY WITH OTHER ACFT. WHEN NO CALL RECEIVED FROM THE DEP ACFT, I ASSUMED A PROB WITH HIM OR THE TWR AND WOULD ASCERTAIN HIS SITUATION TIME PERMITTING.
