Narrative:

Spc X departed NAS miramar, nwbnd for ZLA airspace. Air carrier large transport Y departed san diego lindbergh 2 mins later, for nwbnd ZLA flow. Previous departure controller leveled the spc X at 9000' for the large transport Y to out-climb. When I took the departure position I issued traffic to the large transport Y when I saw that the large transport Y was out of 11000' (and handoff completed) I gave him the frequency change to ZLA sector 22 (climbing to 15000'). I then proceeded to climb the spc X from 9000 to 14000' and frequency change him (huf) to ZLA sector 22. The next several altitude readouts were in the coast (CST) status of ARTS IIIA for the spc X. ZLA supervisor called and said sector 22 controller had not taken the automatic-handoff and when position was established on the spc X he was within 400' and 2 mi of large transport Y (the spc X climbed 3500' in 56 seconds) at approximately 32 mi west of mission bay. Point being, with 2000' sep, I did not believe the navy spc X could possibly out-climb the air carrier large transport Y. A detailed recertification process is being drawn up by my supervisor and the training specialists. I have definitely learned not to expect any military aircraft to perform as I would a civilian airliner, etc, and I will take more precautions and utilize more control to ensure sep will remain throughout.

Title: DEP CTLR FAILS TO PROVIDE ARTCC WITH SEPARATION BETWEEN CLIMBING ACFT AND FAILS TO NOTE THAT HANDOFF WAS NOT ACCEPTED BY ARTCC RADAR CTLR.

Narrative: SPC X DEPARTED NAS MIRAMAR, NWBND FOR ZLA AIRSPACE. ACR LGT Y DEPARTED SAN DIEGO LINDBERGH 2 MINS LATER, FOR NWBND ZLA FLOW. PREVIOUS DEP CTLR LEVELED THE SPC X AT 9000' FOR THE LGT Y TO OUT-CLB. WHEN I TOOK THE DEP POS I ISSUED TFC TO THE LGT Y WHEN I SAW THAT THE LGT Y WAS OUT OF 11000' (AND HDOF COMPLETED) I GAVE HIM THE FREQ CHANGE TO ZLA SECTOR 22 (CLBING TO 15000'). I THEN PROCEEDED TO CLB THE SPC X FROM 9000 TO 14000' AND FREQ CHANGE HIM (HUF) TO ZLA SECTOR 22. THE NEXT SEVERAL ALT READOUTS WERE IN THE COAST (CST) STATUS OF ARTS IIIA FOR THE SPC X. ZLA SUPVR CALLED AND SAID SECTOR 22 CTLR HAD NOT TAKEN THE AUTO-HDOF AND WHEN POS WAS ESTABLISHED ON THE SPC X HE WAS WITHIN 400' AND 2 MI OF LGT Y (THE SPC X CLBED 3500' IN 56 SECS) AT APPROX 32 MI W OF MISSION BAY. POINT BEING, WITH 2000' SEP, I DID NOT BELIEVE THE NAVY SPC X COULD POSSIBLY OUT-CLB THE ACR LGT Y. A DETAILED RECERTIFICATION PROCESS IS BEING DRAWN UP BY MY SUPVR AND THE TRNING SPECIALISTS. I HAVE DEFINITELY LEARNED NOT TO EXPECT ANY MIL ACFT TO PERFORM AS I WOULD A CIVILIAN AIRLINER, ETC, AND I WILL TAKE MORE PRECAUTIONS AND UTILIZE MORE CTL TO ENSURE SEP WILL REMAIN THROUGHOUT.
