Narrative:

I departed cmh for buf at xa:30 on 9/fri/90. I completed the after takeoff checklist. En route the IAS was lower than normal. After visly verifying that the flaps were up and the landing gear control was selected to the up position. I attempted to recycle the landing gear but was unable. The circuit breaker for the landing gear motor was popped. When the circuit breaker was reset the loadmeters indicated 100 percent and the circuit breaker popped. Considering existing WX conditions, I decided to proceed to buffalo for repairs. While on a vector from buf approach I again tried to reset the circuit breaker in an attempt to lower the landing gear. The loadmeters showed 100 percent and the circuit breaker popped again. I completed the landing gear manual extension checklist but had no indication of gear down. After a low approach tower advised that the gear did appear fully up or down, but hanging down about a foot from the wells with all gear doors open. After again trying to manually extend the gear, I requested to talk with a mechanic. I talked with people from base aviation who relayed information from our maintenance staff in columbus, oh. After circling for about 2 hours, fuel supplies were diminishing and I advised that I would need to land soon. Runway 32 was foamed, and I received an ASR approach to runway 32. When assured of reaching my landing site I secured the engines and completed the gear landing checklist. I landed west/O further incident causing minor damage to the aircraft.

AFTER VISLY VERIFYING THAT THE FLAPS WERE UP AND THE LNDG GEAR CTL WAS SELECTED TO THE UP POS. I ATTEMPTED TO RECYCLE THE LNDG GEAR BUT WAS UNABLE. THE CB FOR THE LNDG GEAR MOTOR WAS POPPED. WHEN THE CB WAS RESET THE LOADMETERS INDICATED 100 PERCENT AND THE CB POPPED. CONSIDERING EXISTING WX CONDITIONS, I DECIDED TO PROCEED TO BUFFALO FOR REPAIRS. WHILE ON A VECTOR FROM BUF APCH I AGAIN TRIED TO RESET THE CB IN AN ATTEMPT TO LOWER THE LNDG GEAR. THE LOADMETERS SHOWED 100 PERCENT AND THE CB POPPED AGAIN. I COMPLETED THE LNDG GEAR MANUAL EXTENSION CHKLIST BUT HAD NO INDICATION OF GEAR DOWN. AFTER A LOW APCH TWR ADVISED THAT THE GEAR DID APPEAR FULLY UP OR DOWN, BUT HANGING DOWN ABOUT A FOOT FROM THE WELLS WITH ALL GEAR DOORS OPEN.
