Narrative:
I was flying westbound on V140 between arg and hro VOR stations. In the area of flp another aircraft had a radio transmitter jam and blocked the channel. I called fyv approach giving my call sign only. I was intending to give my altitude, DME from rzc and inform them that I had not been handed of from ZME with my next call. However, approach said, 'roger, xyz at 7000.' so I understood that ZME had informed the approach controllers of the radio problem and I was cleared to leave 8000 for 7000'. I replied, 'xyz 37 DME east of rzc, leaving 8 for 7000.' after I landed the line boy told me I had to phone the tower. The supervisor at the tower/approach told me I had violated another aircraft's airspace whilst descending from 8000 to 7000' and fyv approach was not aware of any radio problems until ZME called them to ask why I was leaving 8000'. As they had another aircraft in the area at 7000'. Apparently I am at fault on this day for not telling fyv approach my altitude on my initial call. I do think ZME should have relayed the information to fyv approach about the radio problems, especially as fyv was handling IFR traffic. However, the main problem seems to be that fyv approach area can get quite busy, does not have radar and is providing sep on pilot position reports only.

Title: ALT DEVIATION ALT EXCURSION.
Narrative: I WAS FLYING WBND ON V140 BTWN ARG AND HRO VOR STATIONS. IN THE AREA OF FLP ANOTHER ACFT HAD A RADIO XMITTER JAM AND BLOCKED THE CHANNEL. I CALLED FYV APCH GIVING MY CALL SIGN ONLY. I WAS INTENDING TO GIVE MY ALT, DME FROM RZC AND INFORM THEM THAT I HAD NOT BEEN HANDED OF FROM ZME WITH MY NEXT CALL. HOWEVER, APCH SAID, 'ROGER, XYZ AT 7000.' SO I UNDERSTOOD THAT ZME HAD INFORMED THE APCH CTLRS OF THE RADIO PROB AND I WAS CLRED TO LEAVE 8000 FOR 7000'. I REPLIED, 'XYZ 37 DME E OF RZC, LEAVING 8 FOR 7000.' AFTER I LANDED THE LINE BOY TOLD ME I HAD TO PHONE THE TWR. THE SUPVR AT THE TWR/APCH TOLD ME I HAD VIOLATED ANOTHER ACFT'S AIRSPACE WHILST DSNDING FROM 8000 TO 7000' AND FYV APCH WAS NOT AWARE OF ANY RADIO PROBS UNTIL ZME CALLED THEM TO ASK WHY I WAS LEAVING 8000'. AS THEY HAD ANOTHER ACFT IN THE AREA AT 7000'. APPARENTLY I AM AT FAULT ON THIS DAY FOR NOT TELLING FYV APCH MY ALT ON MY INITIAL CALL.
