Narrative:
27 mi from ewr (southwest of linden airport) given a descent clearance from 5000' to 3000'. At 4000' aircraft (single) climbing from left to right had to turn autoplt off and dive to 3000' and turned to left. The aircraft was about 22 mi out. The controller said they are trying to change the airspace there, but with no results. Also ATC did not tell us about the aircraft.

Title: COMMUTER ACFT ON DESCENT TO EWR HAS NMAC WITH SINGLE ENGINE ACFT.
Narrative: 27 MI FROM EWR (SW OF LINDEN ARPT) GIVEN A DSNT CLRNC FROM 5000' TO 3000'. AT 4000' ACFT (SINGLE) CLBING FROM L TO R HAD TO TURN AUTOPLT OFF AND DIVE TO 3000' AND TURNED TO L. THE ACFT WAS ABOUT 22 MI OUT. THE CTLR SAID THEY ARE TRYING TO CHANGE THE AIRSPACE THERE, BUT WITH NO RESULTS. ALSO ATC DID NOT TELL US ABOUT THE ACFT.
