Narrative:
VFR flight between yankton, sd to pir. Before takeoff I received a standard WX briefing from huran FSS. Pir reported 6 mi visibility, no ceiling. Chance of 2 1/2 mi. Departed yankton VFR clear all the way to pir. Called and asked for advisory from pir FSS. They said the winds, wind speed, altimeter setting and runway favorable. Nothing about visibility was mentioned, so assumed it was VFR. 15 mi from the airport I called in on 123.6 and reported my position and my intention to land runway 13 at pir. At this time I also got the airport in sight. No sign of fog. Next time I called in was entering left downwind for 13 pir. FSS then told me the field was IFR 2 1/2 mi. I immediately broke out from the traffic pattern and departed the control zone. Then I received a SVFR from center and landed. I later talked with pir FSS. He said he never heard my call for advisory--what I had heard was an advisory for an IFR departing aircraft. He did hear me 15 mi out, but didn't know I was VFR.

Title: AIR TAXI ACFT PENETRATES CTL ZONE WITHOUT CLRNC.
Narrative: VFR FLT BTWN YANKTON, SD TO PIR. BEFORE TKOF I RECEIVED A STANDARD WX BRIEFING FROM HURAN FSS. PIR RPTED 6 MI VISIBILITY, NO CEILING. CHANCE OF 2 1/2 MI. DEPARTED YANKTON VFR CLR ALL THE WAY TO PIR. CALLED AND ASKED FOR ADVISORY FROM PIR FSS. THEY SAID THE WINDS, WIND SPD, ALTIMETER SETTING AND RWY FAVORABLE. NOTHING ABOUT VISIBILITY WAS MENTIONED, SO ASSUMED IT WAS VFR. 15 MI FROM THE ARPT I CALLED IN ON 123.6 AND RPTED MY POS AND MY INTENTION TO LAND RWY 13 AT PIR. AT THIS TIME I ALSO GOT THE ARPT IN SIGHT. NO SIGN OF FOG. NEXT TIME I CALLED IN WAS ENTERING LEFT DOWNWIND FOR 13 PIR. FSS THEN TOLD ME THE FIELD WAS IFR 2 1/2 MI. I IMMEDIATELY BROKE OUT FROM THE TFC PATTERN AND DEPARTED THE CTL ZONE. THEN I RECEIVED A SVFR FROM CENTER AND LANDED. I LATER TALKED WITH PIR FSS.
