Narrative:
I performed cockpit preflight all systems checked normal then went into the FBO. Shortly after the line crew advised there was fuel spilling on the ramp from the right wing. We went out to the aircraft moved fuel transfer switch to left then right and fuel spill stopped. Maintenance was contacted and suspected battery did not have sufficient power to close the valve.
