Narrative:
After takeoff at cvg while climbing through 7000' one of the rear jumpseat cabin attendants knocked on the cockpit door. She told us that shortly after takeoff all of a sudden there was a very strong electrical odor that both she and her flying partner smelled where they were sitting. After discussing this with her flying partner she came forward noticing the smell was again quite strong in the first 6 rows of coach and the passengers appeared very frightened and upset by the smell. So I made the decision to return to cvg. I informed departure control of our problem and told them we wanted to return to cvg. I did not declare an emergency but they took it upon themselves to call out the equipment. I called the cvg radar control room after landing in cvg to make sure they were in agreement with me that no emergency had been declared and they did agree. Also we were not overweight for landing. The water separator air filters on the aircraft were changed. ATC's cooperation in this instance was excellent.

Title: ACR MLG RETURN LAND AFTER CABIN ATTENDANT REPORTED STRONG ELECTRICAL ODOR SHORTLY AFTER TKOF.
Narrative: AFTER TKOF AT CVG WHILE CLBING THROUGH 7000' ONE OF THE REAR JUMPSEAT CABIN ATTENDANTS KNOCKED ON THE COCKPIT DOOR. SHE TOLD US THAT SHORTLY AFTER TKOF ALL OF A SUDDEN THERE WAS A VERY STRONG ELECTRICAL ODOR THAT BOTH SHE AND HER FLYING PARTNER SMELLED WHERE THEY WERE SITTING. AFTER DISCUSSING THIS WITH HER FLYING PARTNER SHE CAME FORWARD NOTICING THE SMELL WAS AGAIN QUITE STRONG IN THE FIRST 6 ROWS OF COACH AND THE PAXS APPEARED VERY FRIGHTENED AND UPSET BY THE SMELL. SO I MADE THE DECISION TO RETURN TO CVG. I INFORMED DEP CTL OF OUR PROB AND TOLD THEM WE WANTED TO RETURN TO CVG. I DID NOT DECLARE AN EMER BUT THEY TOOK IT UPON THEMSELVES TO CALL OUT THE EQUIP. I CALLED THE CVG RADAR CTL ROOM AFTER LNDG IN CVG TO MAKE SURE THEY WERE IN AGREEMENT WITH ME THAT NO EMER HAD BEEN DECLARED AND THEY DID AGREE. ALSO WE WERE NOT OVERWT FOR LNDG. THE WATER SEPARATOR AIR FILTERS ON THE ACFT WERE CHANGED. ATC'S COOPERATION IN THIS INSTANCE WAS EXCELLENT.
