Narrative:

During approach and landing phase into roa, va, PNF (captain) cancelled IFR clearance with local approach controller who subsequently cleared us for a visibility approach. Roa approach control specifically requested us to remain on frequency. I, (first officer, PF) maneuvered aircraft for landing on runway 33 when roa approach control instructed us to turn left to a heading of 180 degree and climb and maintain 6000'. PNF told approach control we were unable to maintain VFR if we were to comply with instructions. Approach control issued new IFR clearance with heading and altitude instructions for uls landing to runway 33.

PNF TOLD APCH CTL WE WERE UNABLE TO MAINTAIN VFR IF WE WERE TO COMPLY WITH INSTRUCTIONS. APCH CTL ISSUED NEW IFR CLRNC WITH HDG AND ALT INSTRUCTIONS FOR ULS LNDG TO RWY 33.
