Narrative:
Flew alb-hpn part 91 on IFR flight plan. RVR at airport continuously varying between 1400-5000' and fog bank located over approach lights. We were advised by the marker that the RVR was above minimums. We continued approach on 1 mi final, was advised RVR was as low as 1400'. Tower visibility still 7/8 mi. At decision height entire runway was in plain view and pilot visibility was at least 3 mi. I proceeded to land.

Title: COMMUTER FLT CREW REPOSITIONING ACFT MAKING ILS APCH, RVR ABOVE MINIMUMS. AFTER PASSING MARKER, RVR DECREASED, CREW CONTINUED, LANDED.
Narrative: FLEW ALB-HPN PART 91 ON IFR FLT PLAN. RVR AT ARPT CONTINUOUSLY VARYING BTWN 1400-5000' AND FOG BANK LOCATED OVER APCH LIGHTS. WE WERE ADVISED BY THE MARKER THAT THE RVR WAS ABOVE MINIMUMS. WE CONTINUED APCH ON 1 MI FINAL, WAS ADVISED RVR WAS AS LOW AS 1400'. TWR VISIBILITY STILL 7/8 MI. AT DECISION HEIGHT ENTIRE RWY WAS IN PLAIN VIEW AND PLT VISIBILITY WAS AT LEAST 3 MI. I PROCEEDED TO LAND.
