Narrative:
Acting as a CFI on a recurrent training x-country flight, I and the aircraft owner were on recovery at the home airport. I had a clipboard and airport flight guide on my lap. During the latter part of the landing rollout, I opened the door to get fresh air in the aircraft. We made a left turn off the runway. As we did the book went out the door to the runway edge at the intersection of the main taxiway and runway. We cleared the runway and got to a safe corner of the ramp. I exited the aircraft with a hand-held radio while he taxied to the fuel pits. I walked across the ramp to the corner of the taxiway while an aircraft (#2) was on final rollout. I attempted to call ground to advise them of the debris on the runway. The pilot of #2 aircraft did see it and went around it. He then notified ground of the book. I then came on the air and told ground of my intentions and did it. Ground then asked me to contact them. I did contact the tower and found a less than responsive attitude. The controller stated they were concerned over entering the taxiway area west/O approval. The tower is 250+' from the location of the intersection and incident. Now 3 days from the incident, we get a letter from the city. Situation shows a few items in various areas of question: 1) poor cockpit management of publications. 2) establish positive contact with ground prior to taking action. 3) time did not allow for notification to the tower. Why did tower not see the aircraft stop and me get out in less than 200' from the base of the tower. Did they not see the book? The radios were quiet at the time, it appeared no other traffic was on ground at that time. 4) cya.

Title: GA SMA INSTRUCTOR PLT LET AN ARPT FAC BOOK FALL OUT OF THE ACFT AS THEY TURNED OFF THE RWY. HE GOT OUT TO RETRIEVE IT USING A HAND-HELD TRANSCEIVER BUT WAS SLOW ADVISING THE TWR OF HIS INTENTIONS. TWR FILED A DISCREPANCY REPORT.

THE CTLR STATED THEY WERE CONCERNED OVER ENTERING THE TXWY AREA W/O APPROVAL. THE TWR IS 250+' FROM THE LOCATION OF THE INTXN AND INCIDENT. THE RADIOS WERE QUIET AT THE TIME, IT APPEARED NO OTHER TFC WAS ON GND AT THAT TIME. 4) CYA.
