Narrative:
Due to lower altitude than requested en route and numerous delay vectors then a runway change, flight flew 1 hour over planned and declared minimum fuel with foreseen 30 mins further delay before landing. Also aircraft had an inoperative fuel gauge, so fuel state was determined by calculations and fuel flows.

Title: FLT CREW REPORTS DECLARING LOW FUEL STATE. LOWER THAN PLANNED ENROUTE ALT PLUS TRAFFIC VECTORS AND RWY CHANGE INCREASED FLT TIME AN HOUR OVER PLANNED TIME.
Narrative: DUE TO LOWER ALT THAN REQUESTED ENRTE AND NUMEROUS DELAY VECTORS THEN A RWY CHANGE, FLT FLEW 1 HR OVER PLANNED AND DECLARED MINIMUM FUEL WITH FORESEEN 30 MINS FURTHER DELAY BEFORE LNDG. ALSO ACFT HAD AN INOP FUEL GAUGE, SO FUEL STATE WAS DETERMINED BY CALCULATIONS AND FUEL FLOWS.
