Narrative:

On a flight plan from panama city, panama, to miami, fl, company filed a rerte because of WX over cuba. Clearance delivery issued the old flight plan to us. We told them there is a new flight plan on file. After a few mins the initial clearance delivery read the new flight plan back to us. It read radar vectors to our arwy with 9000' after takeoff and handoff to panama center. They had no flight plan on us. Asked where we were going and the route. After that everything was normal to miami.
