Narrative:

After shooting an ILS into bqk and upon picking up new clearance, there was confusion as to assigned altitude. Controller said 'fly published missed at 2000'' (which we did), and said 'cleared as filed to crg.' the flight plan was for 4000'. We began our climb to 4000' when the controller inquired as to our altitude. He seemed surprised we were at 4000' and implied that 2000' was assigned. Better and clearer instructions by the controllers as to the altitude wanted would have prevented the incident.

Title: ALT DEVIATION ALT EXCURSION.

Narrative: AFTER SHOOTING AN ILS INTO BQK AND UPON PICKING UP NEW CLRNC, THERE WAS CONFUSION AS TO ASSIGNED ALT.
