Narrative:
An small aircraft X probably operating out of mgj, xed 200' in front of an mlt Y on ILS. Small aircraft X probably didn't know where control zone starts, and wasn't talking to approach or tower. Mlt Y had just been turned over to tower. Approach did not see small aircraft target.

Narrative: AN SMA X PROBABLY OPERATING OUT OF MGJ, XED 200' IN FRONT OF AN MLT Y ON ILS. SMA X PROBABLY DIDN'T KNOW WHERE CTL ZONE STARTS, AND WASN'T TALKING TO APCH OR TWR. MLT Y HAD JUST BEEN TURNED OVER TO TWR. APCH DID NOT SEE SMA TARGET.
