Narrative:

Submitted by a cfmeii who reviewed preflight planning and endorsed student pilot (md) to make a solo x-country in an small aircraft for hobby to stinson field in san antonio and return with a landing at eagle lake on 10/sun/90. Preflight discussion included need to use approach control services and plan to be kept high due to military training activity. Reviewed location of AFB's on sectional chart (current san antonio sectional). FSS contact revealed no precautions as to proximity of brooks AFB to stinson field. Brooks AFB does not appear on current san antonio sectional; however, it does appear on dated (1977) sectional located after this incident. Spi was cleared by stinson tower to land on 14. Pilot landed runway 14 at brooks AFB instead. Brooks is approximately 3 mi east of stinson, has similar runway alignments, yet is not shown on current sectional chart. It does not appear on commercial IFR chart, commercial aid or other preflight publications at our disposal. Airport should be shown as closed, as it does on the 1977 sectional chart. Callback conversation with reporter revealed the following: reporter stated FAA is after all the previous log book information on the spi with all the endorsements. Feels that FAA is very unfriendly over this issue and are showing an unnecessary aggressive attitude. It is interesting that this event happened since the airport in question, brooks field, is shown to be a closed airport by the GADO office in san antonio and the runways are X'd to indicated closed. Some yrs ago the department responsible for printing the sectionals was requested to delete brooks from their printing which was done some tie after 1977. The reporter further stated that he has heard that brooks is still functional, with an active hospital and that flts have come into that field on occasion. There have also been a # of wrong airport approachs and lndgs at brooks, so the X'd runways are not preventing that. Reporter feels that the field should be placed back on the chart for pilot awareness and properly flagged as closed airport.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED FAA IS AFTER ALL THE PREVIOUS LOG BOOK INFO ON THE SPI WITH ALL THE ENDORSEMENTS. FEELS THAT FAA IS VERY UNFRIENDLY OVER THIS ISSUE AND ARE SHOWING AN UNNECESSARY AGGRESSIVE ATTITUDE. IT IS INTERESTING THAT THIS EVENT HAPPENED SINCE THE ARPT IN QUESTION, BROOKS FIELD, IS SHOWN TO BE A CLOSED ARPT BY THE GADO OFFICE IN SAN ANTONIO AND THE RWYS ARE X'D TO INDICATED CLOSED. SOME YRS AGO THE DEPT RESPONSIBLE FOR PRINTING THE SECTIONALS WAS REQUESTED TO DELETE BROOKS FROM THEIR PRINTING WHICH WAS DONE SOME TIE AFTER 1977. THE RPTR FURTHER STATED THAT HE HAS HEARD THAT BROOKS IS STILL FUNCTIONAL, WITH AN ACTIVE HOSPITAL AND THAT FLTS HAVE COME INTO THAT FIELD ON OCCASION. THERE HAVE ALSO BEEN A # OF WRONG ARPT APCHS AND LNDGS AT BROOKS, SO THE X'D RWYS ARE NOT PREVENTING THAT. RPTR FEELS THAT THE FIELD SHOULD BE PLACED BACK ON THE CHART FOR PLT AWARENESS AND PROPERLY FLAGGED AS CLOSED ARPT.
