Narrative:
Chsly 3 arrival landing south is confusing. Multiple instructions on the course to fly. Notes instruct to select runway 23 (which was closed). Approach will assign runway. The arrival and landing was briefed - nowhere does it say once approach assigns a runway to change and fly that transition. This procedure is vague at best and is setting up crews for failure. This procedure needs to be changed.
