Narrative:
Air carrier X from bdl-clt, FL310, J75 inbound on gve (115.6) O46 degree right to gve. Washington center advised us we were 8 mi to the right of course; wanted to know if we were going direct gve. Advised washington center we were getting oscillating and scalloping from gve (115.6) VOR. My complaint is this VOR has been known for yrs as an erratic VOR, and why isn't something done to repair this problem. Supplemental information from acn 161848. On J75 changing from modena VOR to gordonsville VOR was told by ATC that I was 8 mi west of arwy. HSI was 1/2 DOT out but DME from both VOR's were accurate 77 (gve) 86 (mxe). Gve has always oscillated terribly and should be fixed.
