Narrative:

At FL390 #2 engine flamed out. We called cleveland center and advised them that they we had lost #2 engine and needed to drift down. There was no response on our first call. The aircraft would not maintain altitude and was slowing. As we started to descend a second call was made to cleveland advising them of our situation and we were given FL310. At the second call our altitude was 38600'. During the descent we got #2 engine relit and requested and were given FL350 for the rest of our flight to ord. We were then given cleveland center's phone number and were told to call them when we got to ord. Additionally, #2 communication radio was tuned to 121.5.

Title: #2 ENGINE FLAMED OUT ON A 4 ENGINE ACFT AT FL390. UNABLE TO MAINTAIN ALT WHILE WAITING FOR A REPLY FROM A CALL TO THE CENTER. DRIFTED TO 38600' BEFORE ZOB CTLR REPLIED. ENGINE RECOVERED AT FL350. ACFT REMAINED AT FL350 TO DESTINATION ORD.

THE ACFT WOULD NOT MAINTAIN ALT AND WAS SLOWING. AS WE STARTED TO DSND A SEC CALL WAS MADE TO CLEVELAND ADVISING THEM OF OUR SITUATION AND WE WERE GIVEN FL310. AT THE SEC CALL OUR ALT WAS 38600'. DURING THE DSNT WE GOT #2 ENG RELIT AND REQUESTED AND WERE GIVEN FL350 FOR THE REST OF OUR FLT TO ORD. WE WERE THEN GIVEN CLEVELAND CTR'S PHONE NUMBER AND WERE TOLD TO CALL THEM WHEN WE GOT TO ORD. ADDITIONALLY, #2 COM RADIO WAS TUNED TO 121.5.
