Narrative:

Small aircraft X was inbound from the southwest for runway 36R. Small aircraft X was cleared to land and appeared to be in normal flight. Small aircraft X was observed stopped on runway 36R at approximately 1600' down the runway. Small aircraft X was asked if the brakes had locked up. No response was given. Small aircraft X then transmitted that he thought the gear had collapsed. During the time of the incident I was busy with touch and goes on runway 36R and 36L and also runway 27 was being utilized. All traffic was diverted to runway 36L while equipment was brought out to hoist small aircraft X off of the ground to enable the gear to be lowered. Approximately 30 mins later small aircraft X taxied to parking under his own power.

Title: SMA LANDS WITH FLOAT GEAR UP ON RWY.

Narrative: SMA X WAS INBND FROM THE SW FOR RWY 36R. SMA X WAS CLRED TO LAND AND APPEARED TO BE IN NORMAL FLT. SMA X WAS OBSERVED STOPPED ON RWY 36R AT APPROX 1600' DOWN THE RWY. SMA X WAS ASKED IF THE BRAKES HAD LOCKED UP. NO RESPONSE WAS GIVEN. SMA X THEN XMITTED THAT HE THOUGHT THE GEAR HAD COLLAPSED. DURING THE TIME OF THE INCIDENT I WAS BUSY WITH TOUCH AND GOES ON RWY 36R AND 36L AND ALSO RWY 27 WAS BEING UTILIZED. ALL TFC WAS DIVERTED TO RWY 36L WHILE EQUIP WAS BROUGHT OUT TO HOIST SMA X OFF OF THE GND TO ENABLE THE GEAR TO BE LOWERED. APPROX 30 MINS LATER SMA X TAXIED TO PARKING UNDER HIS OWN PWR.
