Narrative:
Aircraft was cleared for ILS to runway 22L at ewr to circle to land runway 29. Approach control gave traffic to follow and we did not see it and reported so. We were advised to continue approach and go to tower frequency. Tower then gave us traffic to follow, but again we did not see it and reported that. About 2 mins later we saw traffic at our altitude apparently closing at about 1 mi. A climbing left turn to about 90 degrees was made to avoid the other aircraft (a small type). Closest point was about 1/4-1/2 mi. We feel that the tower should not have allowed us to proceed on the approach since we never saw traffic. We should have been given instructions to modify approach until we saw traffic or it became no factor.

Title: PLT DID NOT HAVE TRAFFIC INSIGHT THAT HE WAS CLEARED TO FOLLOW FOR A VISUAL APCH. CTLRS TOLD PLT TO CONTINUE AND THE 2 ACFT CAME VERY CLOSE TO COLLIDING.
Narrative: ACFT WAS CLRED FOR ILS TO RWY 22L AT EWR TO CIRCLE TO LAND RWY 29. APCH CTL GAVE TFC TO FOLLOW AND WE DID NOT SEE IT AND RPTED SO. WE WERE ADVISED TO CONTINUE APCH AND GO TO TWR FREQ. TWR THEN GAVE US TFC TO FOLLOW, BUT AGAIN WE DID NOT SEE IT AND RPTED THAT. ABOUT 2 MINS LATER WE SAW TFC AT OUR ALT APPARENTLY CLOSING AT ABOUT 1 MI. A CLBING LEFT TURN TO ABOUT 90 DEGS WAS MADE TO AVOID THE OTHER ACFT (A SMALL TYPE). CLOSEST POINT WAS ABOUT 1/4-1/2 MI. WE FEEL THAT THE TWR SHOULD NOT HAVE ALLOWED US TO PROCEED ON THE APCH SINCE WE NEVER SAW TFC. WE SHOULD HAVE BEEN GIVEN INSTRUCTIONS TO MODIFY APCH UNTIL WE SAW TFC OR IT BECAME NO FACTOR.
