Narrative:
At XX39Z, I departed sik en route to olv. At approximately XX42Z I called stl FSS, stated that I had just departed SID at XX39, and requested they open my VFR flight plan. Stl FSS agreed and I terminated communications with them. Arriving at olv at X049 I was informed by unicom that mkl FSS had been looking for me. I immediately called mkl FSS and closed my VFR flight plan. They told me that I was due at XO49Z. Upon landing I called mkl FSS by phone to confirm their ETA of XO49Z. When they agreed, I stated that an error had been made by stl FSS. They said not to worry about it. My filed ete was 1 + 10. I departed at XX39Z, opened at XX42 Z. Obviously it would be impossible for me to have an ETA of XX49Z. Callback conversation with reporter revealed the following: called the reporter to advise him that ASRS is not an investigation agency, that he must call the facility manager within 15 days of the date of the incident for any action to be taken. Reporter said he understood because he is an air traffic controller at ZME. The reason he filed the report is that most GA pilots are afraid to talk to ATC because of mistakes--at least the pilots he talks to.

Title: PLT CALLED THE FSS CTLR WITH HIS OFF TIME AND THE CTLR CALCULATED THE ARR TIME WRONG. DESTINATION FSS HAD STARTED A SEARCH FOR THE VFR ACFT.
Narrative: AT XX39Z, I DEPARTED SIK ENRTE TO OLV. AT APPROX XX42Z I CALLED STL FSS, STATED THAT I HAD JUST DEPARTED SID AT XX39, AND REQUESTED THEY OPEN MY VFR FLT PLAN. STL FSS AGREED AND I TERMINATED COMS WITH THEM. ARRIVING AT OLV AT X049 I WAS INFORMED BY UNICOM THAT MKL FSS HAD BEEN LOOKING FOR ME. I IMMEDIATELY CALLED MKL FSS AND CLOSED MY VFR FLT PLAN. THEY TOLD ME THAT I WAS DUE AT XO49Z. UPON LNDG I CALLED MKL FSS BY PHONE TO CONFIRM THEIR ETA OF XO49Z. WHEN THEY AGREED, I STATED THAT AN ERROR HAD BEEN MADE BY STL FSS. THEY SAID NOT TO WORRY ABOUT IT. MY FILED ETE WAS 1 + 10. I DEPARTED AT XX39Z, OPENED AT XX42 Z. OBVIOUSLY IT WOULD BE IMPOSSIBLE FOR ME TO HAVE AN ETA OF XX49Z. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: CALLED THE RPTR TO ADVISE HIM THAT ASRS IS NOT AN INVESTIGATION AGENCY, THAT HE MUST CALL THE FAC MGR WITHIN 15 DAYS OF THE DATE OF THE INCIDENT FOR ANY ACTION TO BE TAKEN. RPTR SAID HE UNDERSTOOD BECAUSE HE IS AN AIR TFC CTLR AT ZME. THE REASON HE FILED THE RPT IS THAT MOST GA PLTS ARE AFRAID TO TALK TO ATC BECAUSE OF MISTAKES--AT LEAST THE PLTS HE TALKS TO.
