Narrative:
I was flying into aus with another company pilot who is awaiting a chkout in type and demonstrating a short field landing to 31R. We were little low and slow onshort final when the aircraft encountered a shear which forced the rate of descent to increase briefly. We were forced into ground effect but able to reach the runway nonetheless. Upon landing we were informed to contact tower by a line person from an FBO on the field. Upon talking to the tower supervisor I was informed that he was contacting the FSDO in san antonio to inform them that we had landed short of the runway. This was not the case, but the FAA arrived later that day and ramp-checked the aircraft, the PIC and filed an incident report. I have talked to the other pilot riding along and have asked him if he thought I had landed short. His answer was no--the landing occurred on the runway and he states that it was too smooth to have occurred prior to the runway. A post-flight of the aircraft showed no signs of this--no grass or dirt on the landing gear--and this was verified by all personnel who look at the aircraft, including the FAA. I'm awaiting further word on this at this time.

Title: ATCT LCL CTLR ALLEGES THE SMT LANDED BEFORE REACHING THE RWY. REPORTER ADMITS THE LNDG WAS SHORT, BUT ON THE RWY.
Narrative: I WAS FLYING INTO AUS WITH ANOTHER COMPANY PLT WHO IS AWAITING A CHKOUT IN TYPE AND DEMONSTRATING A SHORT FIELD LNDG TO 31R. WE WERE LITTLE LOW AND SLOW ONSHORT FINAL WHEN THE ACFT ENCOUNTERED A SHEAR WHICH FORCED THE RATE OF DSNT TO INCREASE BRIEFLY. WE WERE FORCED INTO GND EFFECT BUT ABLE TO REACH THE RWY NONETHELESS. UPON LNDG WE WERE INFORMED TO CONTACT TWR BY A LINE PERSON FROM AN FBO ON THE FIELD. UPON TALKING TO THE TWR SUPVR I WAS INFORMED THAT HE WAS CONTACTING THE FSDO IN SAN ANTONIO TO INFORM THEM THAT WE HAD LANDED SHORT OF THE RWY. THIS WAS NOT THE CASE, BUT THE FAA ARRIVED LATER THAT DAY AND RAMP-CHKED THE ACFT, THE PIC AND FILED AN INCIDENT RPT. I HAVE TALKED TO THE OTHER PLT RIDING ALONG AND HAVE ASKED HIM IF HE THOUGHT I HAD LANDED SHORT. HIS ANSWER WAS NO--THE LNDG OCCURRED ON THE RWY AND HE STATES THAT IT WAS TOO SMOOTH TO HAVE OCCURRED PRIOR TO THE RWY. A POST-FLT OF THE ACFT SHOWED NO SIGNS OF THIS--NO GRASS OR DIRT ON THE LNDG GEAR--AND THIS WAS VERIFIED BY ALL PERSONNEL WHO LOOK AT THE ACFT, INCLUDING THE FAA.
