Narrative:
Light transport first call to eyw tower was over the eyw VOR. This aircraft was on an IFR visibility approach. Eyw tower was not given an inbound estimate on the aircraft as required by LOA with nqx. When I asked the aircraft when he was switched he said 3 mi north of the VOR. This is outside of our air traffic area. I believe he didn't call right away due to frequency congestion. However, we did not know he was inbound as per LOA.

Title: MILFAC CTLR FAILED TO COORDINATE AN ACFT ARR WITH THE CIVILIAN ATCT LCL CTLR.
Narrative: LTT FIRST CALL TO EYW TWR WAS OVER THE EYW VOR. THIS ACFT WAS ON AN IFR VIS APCH. EYW TWR WAS NOT GIVEN AN INBND ESTIMATE ON THE ACFT AS REQUIRED BY LOA WITH NQX. WHEN I ASKED THE ACFT WHEN HE WAS SWITCHED HE SAID 3 MI N OF THE VOR. THIS IS OUTSIDE OF OUR ATA. I BELIEVE HE DIDN'T CALL RIGHT AWAY DUE TO FREQ CONGESTION. HOWEVER, WE DID NOT KNOW HE WAS INBND AS PER LOA.
