Narrative:
I requested a vector to the ILS from sll center was given a heading to intercept. The needles came in like I was going to go through the localizer. I started the turn and at the same time called center and asked 'verify cleared for the approach?' center said 'negative.' I then started a turn back. I was less then 15-20 degree in the turn then center said 'turn 360 degree, I have traffic departing rock springs, say your position, then say your heading.' I repeated that I was in the turn assigned. He then asked 'what heading are you going through.' I gave a position, then I shot the approach and landed. Center didn't say anything about the approach, but the jet Y that departed asked for my north number from center. I don't feel that there was a conflict. I know that I shouldn't have started a turn, but I received a vector for the ILS and started the turn when the needle came alive. I feel that this was a miscom between center and myself. Also, there was ice and I was very anxious to be on the ground.

Title: GA SMA ON VECTORS AT RKS INITIATES APCH WITHOUT CLRNC.
Narrative: I REQUESTED A VECTOR TO THE ILS FROM SLL CTR WAS GIVEN A HDG TO INTERCEPT. THE NEEDLES CAME IN LIKE I WAS GOING TO GO THROUGH THE LOC. I STARTED THE TURN AND AT THE SAME TIME CALLED CTR AND ASKED 'VERIFY CLRED FOR THE APCH?' CTR SAID 'NEGATIVE.' I THEN STARTED A TURN BACK. I WAS LESS THEN 15-20 DEG IN THE TURN THEN CTR SAID 'TURN 360 DEG, I HAVE TFC DEPARTING ROCK SPRINGS, SAY YOUR POS, THEN SAY YOUR HDG.' I REPEATED THAT I WAS IN THE TURN ASSIGNED. HE THEN ASKED 'WHAT HDG ARE YOU GOING THROUGH.' I GAVE A POS, THEN I SHOT THE APCH AND LANDED. CTR DIDN'T SAY ANYTHING ABOUT THE APCH, BUT THE JET Y THAT DEPARTED ASKED FOR MY N NUMBER FROM CTR. I DON'T FEEL THAT THERE WAS A CONFLICT. I KNOW THAT I SHOULDN'T HAVE STARTED A TURN, BUT I RECEIVED A VECTOR FOR THE ILS AND STARTED THE TURN WHEN THE NEEDLE CAME ALIVE. I FEEL THAT THIS WAS A MISCOM BTWN CTR AND MYSELF. ALSO, THERE WAS ICE AND I WAS VERY ANXIOUS TO BE ON THE GND.
