Narrative:
On final approach approximately 2 1/2 mi from T/D, tower requested that we do s-turns for a departure. After we complied, the aircraft departed and we were cleared to land. As we reached the runway, the tower instructed an small aircraft that was supposed to be behind us to go around. He actually was under us and passed within 10'. Evidently he didn't see us and caught up to us while we were doing the requested s-turns. The controller should have monitored the situation more carefully and advised the aircraft behind that he was catching up to us. This controller frequently calls incorrect call signs,, mixes up sequencing and misdirects traffic in the pattern. These goofs could result in a serious accident. Callback conversation with reporter revealed the following: analyst called to suggest meeting with the tower chief to state concerns. A group of instructors has made plans to do just that. It is touchy situation and they hope to create an amicable environment to discuss the situation.

Title: SMA TRAINING FLT HAS NMAC WITH SECOND ACFT SUPPOSED TO BE BEHIND THEM..
Narrative: ON FINAL APCH APPROX 2 1/2 MI FROM T/D, TWR REQUESTED THAT WE DO S-TURNS FOR A DEP. AFTER WE COMPLIED, THE ACFT DEPARTED AND WE WERE CLRED TO LAND. AS WE REACHED THE RWY, THE TWR INSTRUCTED AN SMA THAT WAS SUPPOSED TO BE BEHIND US TO GO AROUND. HE ACTUALLY WAS UNDER US AND PASSED WITHIN 10'. EVIDENTLY HE DIDN'T SEE US AND CAUGHT UP TO US WHILE WE WERE DOING THE REQUESTED S-TURNS. THE CTLR SHOULD HAVE MONITORED THE SITUATION MORE CAREFULLY AND ADVISED THE ACFT BEHIND THAT HE WAS CATCHING UP TO US. THIS CTLR FREQUENTLY CALLS INCORRECT CALL SIGNS,, MIXES UP SEQUENCING AND MISDIRECTS TFC IN THE PATTERN. THESE GOOFS COULD RESULT IN A SERIOUS ACCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: ANALYST CALLED TO SUGGEST MEETING WITH THE TWR CHIEF TO STATE CONCERNS. A GROUP OF INSTRUCTORS HAS MADE PLANS TO DO JUST THAT. IT IS TOUCHY SITUATION AND THEY HOPE TO CREATE AN AMICABLE ENVIRONMENT TO DISCUSS THE SITUATION.
