Narrative:
ATIS at dca reported prevailing visibility at 5/8 mi. I requested a takeoff alternate with company and was issued abe. We taxied to runway 36 for departure and noticed takeoff minimums to be 1600' RVR or 1/4 mi. (We were well within these limits.) we are now about #7 for departure. At the #1 position we switched to tower and were cleared into position and hold (runway 36). A takeoff clearance was issued and we proceeded. When the tower cleared the next aircraft into position and hold he reported the RVR at 1000'. I had noticed prior to departure the runway cl lights were OTS, thus requiring at least 1600' RVR for takeoff. We were not given RVR prior to takeoff and with good forward visibility, commenced our takeoff. Cl lights would be necessary for less than 1600' RVR takeoffs. I wonder if the aircraft departing prior to us had received RVR reports prior to taking off, because the traffic continued to depart the airport with these WX conditions.

Title: FLT CREW REPORTING INDICATE THEY MAY HAVE TAKEN OFF INADVERTENTLY WITH RVR BELOW THEIR TKOF MINIMUMS INASMUCH AS TWR ADVISED THE FOLLOWING ACFT TAKING POSITION THAT RVR WAS NOW 1000' RVR WHEN 1600' RVR WAS REQUIRED WITH CENTERLINE LIGHTS OUT OF SERVICE.

CL LIGHTS WOULD BE NECESSARY FOR LESS THAN 1600' RVR TKOFS. I WONDER IF THE ACFT DEPARTING PRIOR TO US HAD RECEIVED RVR RPTS PRIOR TO TAKING OFF, BECAUSE THE TFC CONTINUED TO DEPART THE ARPT WITH THESE WX CONDITIONS.
