Narrative:
I am an fpl and was giving OJT on ground control and local control combined. We got extremely busy with varying performance characteristics aircraft. Because the trnee is almost checked out, I let him go as long as possible. My trnee put a flight of 2 fgt Y behind a single fgt X. Fgt X was still on the runway and I sent fgt Y around. Fgt Y/2, the second element, asked if he was cleared to land. I cleared him to land and said on the frequency, 'fgt X, no delay exiting, fgt on runway behind you.' it was a safe operation with the fgt X 5000' down the runway, but he hadn't cleared the runway yet. To have sent fgt Y/2 around would have created a real problem with the density of aircraft in the area. I should have taken the position away from the trnee sooner.

Title: OJT IN PROGRESS AND AN FGT WAS ALLOWED TO LAND WITH ANOTHER FGT STILL ON THE RWY. SYSTEM ERROR.

FGT Y/2, THE SECOND ELEMENT, ASKED IF HE WAS CLRED TO LAND. I CLRED HIM TO LAND AND SAID ON THE FREQ, 'FGT X, NO DELAY EXITING, FGT ON RWY BEHIND YOU.' IT WAS A SAFE OPERATION WITH THE FGT X 5000' DOWN THE RWY, BUT HE HADN'T CLRED THE RWY YET. TO HAVE SENT FGT Y/2 AROUND WOULD HAVE CREATED A REAL PROB WITH THE DENSITY OF ACFT IN THE AREA. I SHOULD HAVE TAKEN THE POS AWAY FROM THE TRNEE SOONER.
