Narrative:

While on final approach to hawthorne airport at 2000' MSL assigned altitude, an small aircraft crossed from right to left, in front of us, at our altitude. We had just exited clouds and were on the centerline of the localizer. The approach controller asked if we saw possible traffic off our left side and I responded in the affirmative, asking why we were not warned earlier. His response was to instruct me to contact hawthorne tower. WX at the time was marginal VFR with cloud bases from 2000-2500' in the area. There is no way this aircraft was maintaining VFR cloud sep.
