Narrative:
Taxi out at greeneville taxi talked to the local FBO and was informed there was no reported traffic in area. Contacted tri city's approach and told them we were on the ground at greeneville IFR to cookville, tn, and would like to pick up a clearance. Clearance was cleared as filed climb to 10000' on course (270 degree) report clear of traffic area. We contacted greeneville unicom and told that we were departing runway 23. We were told no traffic in area. We told them we were departing runway 23 and turning to a westbound heading. We took off and I called for climb power. I just turned from runway heading of 230 degree to a on course heading of 270 degree when I noticed an object at my 11:00 position and at a higher altitude. I added more right turn and aircraft passed off my left wing. No further action required. Tri city could not pick up traffic due to his altitude. Tri city pick us up at a 3100'. Other aircraft landed at greeneville, tn. I talk to operator of aircraft and he said his radios didn't work. Also our forward visibility was less than 3 mi due to haze and sun was in our face. Operator of other aircraft said I was not looking for him.

Narrative: TAXI OUT AT GREENEVILLE TAXI TALKED TO THE LCL FBO AND WAS INFORMED THERE WAS NO RPTED TFC IN AREA. CONTACTED TRI CITY'S APCH AND TOLD THEM WE WERE ON THE GND AT GREENEVILLE IFR TO COOKVILLE, TN, AND WOULD LIKE TO PICK UP A CLRNC. CLRNC WAS CLRED AS FILED CLB TO 10000' ON COURSE (270 DEG) RPT CLR OF TFC AREA. WE CONTACTED GREENEVILLE UNICOM AND TOLD THAT WE WERE DEPARTING RWY 23. WE WERE TOLD NO TFC IN AREA. WE TOLD THEM WE WERE DEPARTING RWY 23 AND TURNING TO A WBND HDG. WE TOOK OFF AND I CALLED FOR CLB PWR. I JUST TURNED FROM RWY HDG OF 230 DEG TO A ON COURSE HDG OF 270 DEG WHEN I NOTICED AN OBJECT AT MY 11:00 POS AND AT A HIGHER ALT. I ADDED MORE R TURN AND ACFT PASSED OFF MY L WING. NO FURTHER ACTION REQUIRED. TRI CITY COULD NOT PICK UP TFC DUE TO HIS ALT. TRI CITY PICK US UP AT A 3100'. OTHER ACFT LANDED AT GREENEVILLE, TN. I TALK TO OPERATOR OF ACFT AND HE SAID HIS RADIOS DIDN'T WORK. ALSO OUR FORWARD VISIBILITY WAS LESS THAN 3 MI DUE TO HAZE AND SUN WAS IN OUR FACE. OPERATOR OF OTHER ACFT SAID I WAS NOT LOOKING FOR HIM.
