Narrative:
This is a hearback readback error on the pilot's part that was caught by the controller before an MVA (minimum vectoring altitude) violation. Since I (the controller) caught the error prior to the pilot violating the MVA; I had never reported this incident to management. Apparently; aircraft X had called to complain about this; and he has since received a pilot deviation. I was called into my supervisor's office to discuss this issue. Let me start by saying this incident happened during the government shutdown. I was under extreme stress of not knowing when I would have another paycheck. I should have [been on] vacation instead of being in a status where I'm forced to work because the government was shut down. The government shutdown created incredible stress for me; doing a job where the stress level is already ridiculously high. So; now we can discuss what happened.aircraft X was given the control instruction 'cleared direct...cross at or above 3;000; cleared ILS...' the pilot did not read this back correctly; and I did not catch his error. This is now a hearback readback error. Luckily; I did immediately notice the pilot was not following my control instructions; and I turned out the pilot and climbed his altitude before he violated the MVA. No MVA violations happened because I caught the error. Since no violations happened; I did not report on this prior to my supervisor discussing this with me today.for the record; I did not always use proper phraseology; but as I mentioned; I was deeply stressed from being in the government shutdown without being paid for coming to work every day. I was distracted by issues that I would not have been distracted; if it were not for the government shutdown.my recommendation is to never have a government shutdown again because it causes distractions. The government shutdown causes undo stress and worry to people who are responsible for the safety of hundreds of lives each day. My recommendation is also to not have pilots read back incorrectly and be charged with a pilot deviation. With the pending government shutdown on; I'm already starting to feel undo stress in a profession where we shouldn't have the extra stress of not receiving a paycheck.
