Narrative:
I volunteered my services to a video company to film the columbia ferry against ak landscape and with another aircraft framed with the ferry. Initial photography was done with the camera ship only flying passes in both directions along the ferry route. We carried a marine band hand-held with which to communicate with another film crew on the bridge of the ship (through the ship's radio). The captain was contacted and approved the shoot, as did the highway reps. We also called the FAA FSDO in jnu to advise them of the shoot and the conditions under which it would be done. During the photographic passes a passenger apparently became alarmed (perhaps did not hear the shipboard announcement) and claimed in a complaint call to the FSDO that we were within 100' of the ship. At no time were we within 100' of the ship, but due to the difficulty of judging these distances in flight, we may have been within 500', but only slightly. The aircraft was an amphibian. No compensation was received and the flight was part 91.

Title: SMA ACCUSED OF FLYING TOO CLOSELY TO A PASSENGER FERRY BOAT,.
Narrative: I VOLUNTEERED MY SVCS TO A VIDEO COMPANY TO FILM THE COLUMBIA FERRY AGAINST AK LANDSCAPE AND WITH ANOTHER ACFT FRAMED WITH THE FERRY. INITIAL PHOTOGRAPHY WAS DONE WITH THE CAMERA SHIP ONLY FLYING PASSES IN BOTH DIRECTIONS ALONG THE FERRY RTE. WE CARRIED A MARINE BAND HAND-HELD WITH WHICH TO COMMUNICATE WITH ANOTHER FILM CREW ON THE BRIDGE OF THE SHIP (THROUGH THE SHIP'S RADIO). THE CAPT WAS CONTACTED AND APPROVED THE SHOOT, AS DID THE HWY REPS. WE ALSO CALLED THE FAA FSDO IN JNU TO ADVISE THEM OF THE SHOOT AND THE CONDITIONS UNDER WHICH IT WOULD BE DONE. DURING THE PHOTOGRAPHIC PASSES A PAX APPARENTLY BECAME ALARMED (PERHAPS DID NOT HEAR THE SHIPBOARD ANNOUNCEMENT) AND CLAIMED IN A COMPLAINT CALL TO THE FSDO THAT WE WERE WITHIN 100' OF THE SHIP. AT NO TIME WERE WE WITHIN 100' OF THE SHIP, BUT DUE TO THE DIFFICULTY OF JUDGING THESE DISTANCES IN FLT, WE MAY HAVE BEEN WITHIN 500', BUT ONLY SLIGHTLY. THE ACFT WAS AN AMPHIBIAN. NO COMPENSATION WAS RECEIVED AND THE FLT WAS PART 91.
