Narrative:
I am a trnee. I descended medium large transport X to FL190 from FL230 to resolve a conflict. There was a military mlt Y holding just west of my sector at FL200. The military aircraft turned around in his holding pattern and came eastbound. 1 1/2 mins after I gave the descent clearance my instrument intervened and took over the sector. My instrument called medium large transport X 4 times to try and stop the aircraft at FL210. The aircraft finally responded. My instrument also turned the aircraft. The sector west of me turned the military aircraft also. I believe the conflict could have easily been resolved if the medium large transport X would have answered my instrument on the first call. Supplemental information from acn 161682: an adjacent sector was holding flight of 2 mlt Y's in orbit at irk 316018 at FL200 awaiting 2 receivers to conduct aerial refueling on AR318. Medium large transport X jet from dsm to stl at FL230. Medium large transport X was issued a descent clearance to FL190. The military aircraft then made an unusual turn toward the medium large transport X jet. I then told medium large transport X to maintain FL210. Medium large transport X did not answer. I had to call medium large transport X 4 times to finally get a response to turn left heading 090 degrees immediately and descent west/O delay to FL190, since he had already busted FL210. The adjacent sector turned the military mlt Y right heading 180 degrees to avoid any further loss of sep. Aircraft were then reclred on course. This situation would have never occurred if medium large transport X was monitoring the frequency as required by far regulations. It is impossible to separate an aircraft that will no response to your clrncs.

I HAD TO CALL MLG X 4 TIMES TO FINALLY GET A RESPONSE TO TURN LEFT HDG 090 DEGS IMMEDIATELY AND DSNT W/O DELAY TO FL190, SINCE HE HAD ALREADY BUSTED FL210. THE ADJACENT SECTOR TURNED THE MIL MLT Y RIGHT HDG 180 DEGS TO AVOID ANY FURTHER LOSS OF SEP. ACFT WERE THEN RECLRED ON COURSE. THIS SITUATION WOULD HAVE NEVER OCCURRED IF MLG X WAS MONITORING THE FREQ AS REQUIRED BY FAR REGS. IT IS IMPOSSIBLE TO SEPARATE AN ACFT THAT WILL NO RESPONSE TO YOUR CLRNCS.
