Narrative:

Aircraft X left the gate at xa:09. The ramp finalized the flights dstg and ddlr at xb:16; however; the crew had already sent an ACARS they were number 1 for takeoff and needed weights. That message was sent at the same time the ramp finalized the flight. After the final weights were sent; I noticed the ramp finalized with only 7 bags in the same pit as the hazmat despite there being a warning on the dstg requiring 15 bags to secure the hazmat. However; because final weights were sent at the same time the crew requested the weights and since they were number 1 for takeoff; there was no way to prevent the aircraft departure upon noticing the ramps failure to secure the dg in accordance with FAA regulations.
