Narrative:
We were turning to intercept V213 from V167 at helon international, and we were descending through 10000' for 9000'. The controller gave us a further clearance to cross 25 north of sparta at 7000'. As we were descending through 9000', the controller called traffic for us at 12 O'clock 8500' and maneuvering. The captain saw the traffic was headed toward us and was in a right turn. I stayed level at 9000' and turned right to avoid the aircraft. After it went by us we requested and received permission to continue our descent. The controller had recommended that we stop at 9000' when he called the traffic for us. This conflict is the result of the ATC arrival flow into newark which requires aircraft arriving at ewr to descend below 10000' almost 50 mi from the airport. This procedure is dangerous. There are many general aviation airplanes in that area at the lower altitudes which we are being required to fly at. Aircraft arriving newark should not be below 10000' at such a distance from the airport regardless of the inbound and outbnd kennedy and laguardia traffic.

Title: FLT CREW OF MLG ENCOUNTERED TRAFFIC AT 9000' MSL WHLE DESCENDING UNDER CTL OF ZNY. TWO REPORTERS RECOMMEND EWR BOUND TRAFFIC BE HELD ABOVE 10000' MSL UNTIL CLOSER TO EWR.
Narrative: WE WERE TURNING TO INTERCEPT V213 FROM V167 AT HELON INTL, AND WE WERE DSNDING THROUGH 10000' FOR 9000'. THE CTLR GAVE US A FURTHER CLRNC TO CROSS 25 N OF SPARTA AT 7000'. AS WE WERE DSNDING THROUGH 9000', THE CTLR CALLED TFC FOR US AT 12 O'CLOCK 8500' AND MANEUVERING. THE CAPT SAW THE TFC WAS HEADED TOWARD US AND WAS IN A R TURN. I STAYED LEVEL AT 9000' AND TURNED R TO AVOID THE ACFT. AFTER IT WENT BY US WE REQUESTED AND RECEIVED PERMISSION TO CONTINUE OUR DSNT. THE CTLR HAD RECOMMENDED THAT WE STOP AT 9000' WHEN HE CALLED THE TFC FOR US.
