Narrative:
Per the recommendation of a previous [report]; I was concerned that the crew for flight XXX would add fuel creating a weight restriction and possibly an overweight aircraft via the pilot mobile fuel add; so I added the remark please call dispatch prior to adding fuel.the crew unilaterally added fuel via the pilot mobile application without calling dispatch per the condition of the flight release. I contend that this is a violation of far 121.533 as I have no way to restrict this functionality allowing the pilot unilateral decision making over the preflight planning of a flight.
