Narrative:

Flight departed sfo bound VOR stl. Clearance was by sfo 4 departure lin filed route maintain FL230. Subsequent FL410. As the aircraft leveled at FL410 it became necessary to shut the left engine down. Before oakland center could be contacted for clearance to a lower level, the aircraft lost approximately 300-400'. Once the center was contacted immediate clearance was given to FL370 then to FL290. Heavy center communication made clearance delivery very difficult. Subsequent aircraft handling and clearance requests were normal and very prompt.
