Narrative:
During taxi out in mso we were cleared to gtf as follows. Cleared to FL190 to climb via mso VOR 291 degree right to 9000' then via left turn direct to mso VOR cross mso VOR at 11000'. This follows almost identically the procedure on our commercial chart 10-10D at mso for ry 29 departure, which we had just briefed. The procedure calls for crossing the VOR at or above the MEA which in our case was 11000' for V187. We proceeded to use the 11000' as a minimum crossing altitude on our way to our 'cleared to' altitude of FL190. ATC was upset to learn we were over the VOR climbing through 15300' on our way to FL190.
