Narrative:

The captain landed on a wet runway 16R in sea. We were in the middle of our landing roll, to include full reverse and medium braking, when a female tower controller said, 'company identification cleared to cross 16L and remain this frequency.' at this point I paused to ensure the aircraft was under control and replied with a full clearance readback: 'cleared to cross 16L, company identify.' we received no reply to the readback, which we knew to mean acknowledgement. As we approached runway 16L, we noticed an aircraft in position for takeoff, but had not begun his takeoff roll. The captain repeated the clearance to me and I concurred. We began to cross 16L and as we approached the halfway point of our crossing, we noticed the aircraft in position at the departure end of 16L had begun his takeoff roll. The controller then said, 'company identify, expedite your crossing,' followed by, 'air carrier X, abort your takeoff.' the aircraft that had begun its takeoff roll had to have the clearance issued gain before it initiated its abort procedure. The aircraft that aborted did a controled abort and cleared the runway at the second taxiway from the departure end. The tower asked this aircraft if they would like to return for takeoff. At this point, they requested we contact ground. It is quite frequently that we as pilots hear controllers issue a clearance, west/O ensuring that it was received or understood by pilots. A lot is taken for granted. More often than not the controllers issue clrncs at the most critical phase of flight, such as landing roll or during a takeoff. The solution would be to have controllers be cognizant of the critical phases of flight and also when the clearance involves a runway crossing, at the hold short or hold call by the pilot, and make sure the controllers hear the readback.

THE ACFT THAT HAD BEGUN ITS TKOF ROLL HAD TO HAVE THE CLRNC ISSUED GAIN BEFORE IT INITIATED ITS ABORT PROC. THE ACFT THAT ABORTED DID A CTLED ABORT AND CLRED THE RWY AT THE SECOND TXWY FROM THE DEP END. THE TWR ASKED THIS ACFT IF THEY WOULD LIKE TO RETURN FOR TKOF. AT THIS POINT, THEY REQUESTED WE CONTACT GND. IT IS QUITE FREQUENTLY THAT WE AS PLTS HEAR CTLRS ISSUE A CLRNC, W/O ENSURING THAT IT WAS RECEIVED OR UNDERSTOOD BY PLTS. A LOT IS TAKEN FOR GRANTED. MORE OFTEN THAN NOT THE CTLRS ISSUE CLRNCS AT THE MOST CRITICAL PHASE OF FLT, SUCH AS LNDG ROLL OR DURING A TKOF. THE SOLUTION WOULD BE TO HAVE CTLRS BE COGNIZANT OF THE CRITICAL PHASES OF FLT AND ALSO WHEN THE CLRNC INVOLVES A RWY XING, AT THE HOLD SHORT OR HOLD CALL BY THE PLT, AND MAKE SURE THE CTLRS HEAR THE READBACK.
