Narrative:

Aircraft X called clearance delivery while I was working and I issued 8;000 feet as the initial altitude. The pilot read back 2;000 feet and I did not catch the read back. Later in the shift; I was working the satellite position and noticed the departure controller issue a low altitude alert to the aircraft who I had earlier read the clearance (aircraft X). After checking the tapes; the aircraft read back 2;000 feet on the clearance read back and also checked in at 2;000 feet with departure. This was human error. I missed the read back. I have no recommendations.
