Narrative:
I had a MTR inbound form ZKC on the ILS approach behind the MTR ZKC had fgt X holding at the OM waiting #2 for the approach. After the MTR landed and my ground controller advised ZKC of a down time, ZKC advised the fgt would be coming to us. Fgt X made initial contact and I advised him to report the OM inbound. A few moments alter I gave my ground controller permission to cross a veh midfield across the active runway after I visly scanned the approach course and the runway. As the veh was crossing the runway I heard the engine of fgt X as he was climbing out about 300-500' over the runway, I gave the pilot missed approach instructions and asked him why he did not report the OM. His excuse was he was descending out of 5000' MSL and was inside the OM on initial contact. Altitude for the approach is 3200' MSL. He probably should have made a procedure turn to lose altitude and he should have advised me he was inside the marker. He was not given a landing clearance and did not touch the runway. He simply fell out of the clouds and made a low approach.

Title: FGT HAD TO MAKE MISSED APCH DUE TO VEHICLE CROSSING RWY.
Narrative: I HAD A MTR INBND FORM ZKC ON THE ILS APCH BEHIND THE MTR ZKC HAD FGT X HOLDING AT THE OM WAITING #2 FOR THE APCH. AS THE VEH WAS XING THE RWY I HEARD THE ENG OF FGT X AS HE WAS CLBING OUT ABOUT 300-500' OVER THE RWY, I GAVE THE PLT MISSED APCH INSTRUCTIONS AND ASKED HIM WHY HE DID NOT RPT THE OM. HIS EXCUSE WAS HE WAS DSNDING OUT OF 5000' MSL AND WAS INSIDE THE OM ON INITIAL CONTACT. ALT FOR THE APCH IS 3200' MSL. HE PROBABLY SHOULD HAVE MADE A PROC TURN TO LOSE ALT AND HE SHOULD HAVE ADVISED ME HE WAS INSIDE THE MARKER. HE WAS NOT GIVEN A LNDG CLRNC AND DID NOT TOUCH THE RWY.
