Narrative:
ATC rtes inbound IFR traffic from the west and northwest direct wilkes-barre, allentown, broadway then direct to teb or vectors for the approach. This sawtooth pattern is required despite published approach (wilkes-barre 3 arrival). The dangerous part is the required low altitude. ATC requires 5000' MSL usually about 20 west of avp, then even lower once past allentown. This requires about 80 mi of flight over rough terrain at relatively low altitude. Callback conversation with reporter revealed the following information. Reporter had not flown this route since submitting report, but had 3 trips via avp to teb in short time prior to report. On all 3 occasions he says ATC took him to the very low altitude at avp in spite of fact that he has pressurized aircraft. He does not like being that low over terrain. Had reported situation to AOPA, but had not heard anymore from them. Says that ATC wants to get the slower aircraft down out of the way so that the turbojets can proceed with less restrictions.
