Narrative:

After a local flight of 3.5 hours I returned to the garden city airport. After receiveing the airport advisory, I entered the traffic pattern for landing on runway 12. I made an approach and overflew the runway and determined that the right crosswind exceeded the capabilities of the aircraft and myself. I initiated a go around and observed the construction on the airport and the runway 17-35 was closed. The prudent solution seemed to me was to enter a left downwind for the n-s taxiway and T/D on the taxiway south of the tarmac, in the south direction. My approach was over the tarvac and apparently a construction worker which I did not observe who was apparently kneeling behind an air compressor. I made a normal approach and touched down 300' beyond the tarmac on the taxiway. Airplane: small aircraft. Callback conversation with reporter revealed the following information. Reporter states he received a today to respond letter, which he did. Later received letter that investigation wad closed. Still not sure what that means. Feels observer on ground reported his landing.

Title: SMA LANDS ON TXWY DUE EXCESSIVE CROSSWINDS.

Narrative: AFTER A LCL FLT OF 3.5 HRS I RETURNED TO THE GARDEN CITY ARPT. AFTER RECEIVEING THE ARPT ADVISORY, I ENTERED THE TFC PATTERN FOR LNDG ON RWY 12. I MADE AN APCH AND OVERFLEW THE RWY AND DETERMINED THAT THE R XWIND EXCEEDED THE CAPABILITIES OF THE ACFT AND MYSELF.
